PRIUS 2021–2027 · City of Ercolano

Ercolano's strategic plan

On 17 March 2026 the town approved the Strategic Orientation Document of its Integrated Sustainable Urban Regeneration Programme (PRIUS 2021–2027): €13.7 million of EU ERDF funds, allocated by the Campania Region, to be spent by 2030. The priority zone is the strip between the waterfront and Corso Umberto, where Via Marittima 3 stands.

The plan in brief

The PRIUS is funded with €13,728,314.24 from the PR Campania ERDF 2021–2027 (Priority 5, Action 5.1.1); to obtain the 20% bonus, 70% of the funds must be legally committed by 31 December 2026. The goal is a town that is «more connected, inclusive, sustainable and attractive», stitching sea, town and Vesuvius back together.

The D.O.S. links the PRIUS to complementary investments already under way: the new waterfront, the expansion of the Herculaneum excavations with the Packard Humanities Institute, and the university campus at the former Officine Fiore. Close by, the restoration of Villa Favorita is in progress.

Opportunities

The complex suits several uses. We are open to a sale, a lease or a partnership.

Student housing and co-living

Close to the new Agriculture campus of the University of Naples Federico II at the former Officine Fiore. To be agreed with the Municipality: Ercolano is in the Vesuvius Red Zone, where new ordinary housing is not allowed.

Private healthcare and rehabilitation

Space suited to private healthcare operators, outpatient clinics and rehabilitation facilities.

Redevelopment in the ZES Unica

The area is in Southern Italy's single Special Economic Zone (ZES Unica): investments may qualify for a tax credit, to be confirmed case by case.

Frequently asked questions

The essential answers, in brief.

What is available?

A complex of four buildings at Via Marittima 3 / 3B, Ercolano (Naples, Italy): about 5,967 m² gross floor area on a plot of about 2,850 m², with 996 m² of courtyards and parking.

The owner will consider a sale, a long-term lease or a partnership. The buildings are independent and can be used together or separately.

Why is the site interesting?

  • On the seafront of the Gulf of Naples, between Naples and Pompeii, about 12 minutes on foot from the Herculaneum Archaeological Park.
  • Next to the former Officine Fiore site, earmarked for the new Agriculture campus of the University of Naples Federico II.
  • Income in place: today all buildings are let or in use (Building A to the local health authority on a short-term lease); timing for a new project is agreed with the owner.
  • Four independent buildings: a deal can be phased or done building by building.
  • In Southern Italy's single Special Economic Zone (ZES Unica): investments may qualify for a tax credit, to be confirmed case by case.
  • Well documented: as-built CAD surveys, 2023–2025 engineering dossiers and building permits in the data room.

Is public investment planned in the area?

Yes. On 17 March 2026 the City of Ercolano approved the Strategic Orientation Document of its Integrated Sustainable Urban Regeneration Programme (PRIUS 2021–2027): €13.7 million of EU ERDF funds allocated by the Campania Region, to be spent by 31 December 2030, with its priority zone in the strip between the waterfront and Corso Umberto, where Via Marittima 3 stands. The new Parco del Mare (€2.77 million) is planned about 40 metres from the complex. With the new waterfront (€12 million), the expansion of the Herculaneum excavations (about €45 million) and the restoration of Villa Favorita (€43.5 million), public investment identified within 1.5 km is about €116 million. Details and sources in the section «Ercolano's strategic plan».

Are the buildings occupied?

Yes, all of them today: Building A is leased to the local health authority (ASL) on a short-term lease; Buildings B and D are let; Building C houses outpatient clinics and the ambulance garage. Vacating times are agreed with the owner.

Which uses are possible?

The new Municipal Urban Plan places the site in a “cultural, tourist and hospitality” area; the 1975 town plan, still in force, zones it as industrial and artisan. Ercolano is in the Vesuvius Red Zone, so new ordinary housing is excluded: student housing or co-living has to be agreed with the Municipality. The 2021 planning study and the zoning parameters are in the data room.

Are there tax incentives?

The complex is in the ZES Unica, Southern Italy's single Special Economic Zone, where productive investments may qualify for a tax credit. Eligibility and rate depend on the investor and the project and should be confirmed with an adviser.

What is the asking price?

It is not published. Appraisals and financial data are shared with qualified parties after a letter of intent. For a first indication, write to the owner.

Which documents can I see, and how?

Technical reports, floor plans, elevations and sections, cadastral data, zoning parameters, building permits and photos are in a private data room.

Request access in the investor area; the owner reviews the request, usually within two working days; after accepting a confidentiality undertaking online, the documents stay available for 90 days.

Where exactly is it?
